The Guide is sponsored by the Legislation Committee of the Music Library Association. In 2000 the MLA Legislative Committee determined that the Guide should be updated. At that time preliminary work began, both on the interface and on content.

It was decided in the Fall of 2001 to solicit participation from a larger group in order to provide opportunities for MLA members to participate, to take advantage of expertise outside of the Legislative Committee, and to have more heads and hands working.

The Revision subcommittee was formed at that time and finished the first pass in April of 2002. The new url was announced in May of that year.
